You may have to rephrase this question to get many answers.
It doesn't make much sense as stated. Better at what or in what way? Do you mean was Hong Kong better off under British control than Chinese control?

Note for "lui" answer below - The transfer of the sovereignty of Hong Kong occurred at midnight on July 1, 1997. It has been under Chinese control for over a decade now.

"Hong Kong was a crown colony of the United Kingdom from 1842 until the transfer of its sovereignty to the People's Republic of China in 1997. The Sino-British Joint Declaration and the Basic Law of Hong Kong stipulate that Hong Kong operates with a high degree of autonomy until at least 2047, fifty years after the transfer. Under the policy of "one country, two systems", the Central People's Government is responsible for the territory's defense and foreign affairs, while Hong Kong maintains its own legal system, police force, monetary system, customs policy, immigration policy, and delegates to international organizations and events.

Great Britain is a kingdom with her complete set up of sound government ruled by a king. You may read Britain's history in order to get better ideas for your debate. You can also research from the computer. While Hong Kong is only leased to Britain for 100 years and therefore there was a kind of temporariness in Hong Kong's character so that Britain is careful to develop fully Hong Kong for one day she has to return back Hong Kong to China. You can also add from your readings and research work. Good luck!
