I have a neighbor. They had a dog before that new dog. Susi died of age but she was not handled very kindly by them. She had no adequateley shelter. She dug her shelter in the ground and lived in cold and harsh winter conditions. Now it's happening with the new dog again. I heard that poor dog wining all night long. They gone for Thanksgiving out of town. I am pissed off at them. Cause they left that poor thing out there. I live in Northern Utah. Temperaturs are below 20 . It's freezing cold. It been out there all day long waiting for them to return. I finally decided to bring it a basket put some blankets in. But sure as I know them, she does not know what a bed like that is. I bought it a bowl of dog food. It has not eaten all day. I have not seen a bowl for food or water out there. What should we do if they do not return until tomorrow night? We are leaving town tomorrow and I think that dog wont make it.??????

Chris B that dog is not used to humans. They have not little or none interaction. They only got it cause that little girl who has down syndrome wanted one. I think it's horrible. That girl can't be a responsible pet owner. And the teenage kids do not handle it or bother with it either. Sad to say the parents are laczy too.

By the way the dog is kind of a border collie mixture. However , she is still under a year old. Her sister lives accross the street. But her sister has a more responsbile dog owner.

Since you can get into the yard this is what I'd do. Go over to the yard and get the dog - leave the gate open if there is one. Then call animal control and say you found it wandering around. Say that you know it lives next door and saw it tied up there yesterday. They'll try to contact the owners and the owners will end up getting in trouble for leaving their dog tied up and abandoned for the weekend. Especially if they walk over there and notice there's no food or water (take back yours). And you'll have nothing to do with it because they won't divulge who you are just that someone found it "at large".
As for you bringing it blankets and a basket - wow - what a sweet person you are! Please let us know how this turns out. That poor dog :(

You should report this to the nearest animal protection centre (SPCA), immediately.
Meanwhile, you can leave sufficient water and food (that don't go stale) for the dog for the next few days or request another neighbour to help out.
For shelter, an empty carton big enough for the dog would help. If you can physically put the dog in there with some dry food , it will encourage the dog to go in there. Leave the blanket inside the carton/box , too.
You did not mention how big the dog is. If it is a puppy, it will be very difficult for it to survive without care for too many days.
I was going to suggest you take the dog with you but your neighbour does not seem to be very nice people. ..may turn around and accuse you of stealing the dog.
Please report quickly, while you do all that you possibly can. Hopefully, the authority will act on it before it is too late.

Do you have a video camera? Set up and record video proof of the dog, it's living conditions, it's lack of shelter, food, and water.
Contact your local animal services or humane society. Or the cops. Heck, call them both. Or drive down to their offices and show the video to an official. File a report.
If they do not take action within a reasonable amount of time, send a copy of the video to your local news station. Fill them in on the story and send them documented evidence of your efforts to contact Animal Control/Humane society/Police, along with more recent video to show that there has been no effort to help the dog....local news stations LOVE doing "whistleblower" reports on the failures of officials to do their job. Give it some publicity, and Animal Control will likely high-tail it over to that house and remove the dog and/or fine the owners.

i would call your local humane society, or you could even call the police station and report them. im sure if investigated they will see that they left, the dog is not being taken care of, and the temperature alone, depending on what type of dog it is, could be bad. We have a siberian husky, she loves being outside, and it snowed 2 days ago, theres not a lot, but its still really cold, she refuses to come inside at nite, but we make her because we think its too cold for her. we are dog people tho, and make sure our dogs are healthy and safe. even a little more confortable then necessary lol.. just call someone. if they abused the last dog, nothin is goin to change.

My God girl, call the humane society, a local shelter, the police or anyone that can help that poor dog survive and maybe get it out of there! Why didn't you bring the dog to your house????

hey ya if i was u id report it to the rspca.....a simuliar thing happened where i lived and the rspca responded very quickly and were the with in the day....when u ring the rspca they can advise u on what to do for the dog in the mean time.....then when they come if there not happy with the condition of the dog they will take it away......good luck....x

I agree with Leaky - ring the RSPCA now! Tell them it's been abandoned. It's that or take the dog with you and leav tem to wonder where it's gone.

they dog will be taken away and cared for by a shelter who will rehome it or if it is too afraid of people they will destry it but at least it will be at peace on the rainbow bridge

put the matter into authorities such as the aspca if you don't have a aspca in utah the regular police will be able to take over hands on a basis of animal cruelty
