It means that you become unhappy through actions, or bad choices. Most happy people have made a conscious decision to be happy, so they think happy thoughts and do things to keep them happy. Unhappiness is created through choice, not a natural state of mind.

You exist and you begin to grow up and you feel your first unhappiness when you are uncomfortable or hungry so you cry. It was not already made but you became this way. So.. it came from the action of the feeling you had.
Unhappiness comes from our own actions that we do each day of our life. We can choose to be happy or choose to get upset and unhappy.

The law of cause and effect is known in philosophical
texts also. There is a very specific law in science.
"For every action, there is an equal and opposite
reaction". If you write it in English, it becomes
Newton's Law. If you write it in Sanskrit, it becomes
Law of Karma.
