I need to know how to turn something into a percent. for example: my paycheck is 1060.80 and they took 159.98 out of it for taxes. What percent of 1060.80 is 159.98? And could you please tell me how you came to this conclusion please. What would the formula be for figuring this out?? I'm having a serious brain fart.

go with the words

what percent is x/100
of means to multiply
is means equal sign

so (x/100) * 1060.80 = 159.98

solve for x and you'll get x =~ 15.08107%

In your case, 159.98 is 15.08% of 1060.80

To find out the percentage:

part divided by whole * 100

159.98 / 1060.80 = .1508

.1508 * 100 = 15.08%

Let x be the percentage of tax

1060.80 * x% = 159.98
x% = 159.98 / 1060.8

x = 15.081%

So the percentage of tax is 15.081

Divide the larger amount into the smaller amount. It is a basic math concept, something that if you are in, or beyond the 7/th grade should have already been covered.
