why is it when at the year 2004 some region can see mars very clearly?

Mars and Earth orbit the Sun at different speeds, with Earth orbiting faster. Every 26 months Earth catches up with Mars and passes it. At those times it is closer than usual and easily visible from Earth. August 2003 was one such time. November 2005 was too. 2004 was not a good time to see Mars.
