Royal Paulownia how do I plant the seeds and what conditions.?

I have these seeds but I don't know what I'm suppose to do with them before i plant them. I'd also like to know what conditions i have to plant them in.

place in shallow soil and mist for 19 days

Be very careful before planting this. The Royal Paulownia is also known as the Empress Tree, and in the US is considered invasive and people are encouraged not to plant it.
