Just take your time. Gain his full trust and respect, and then introduce your dad back into the picture. I would highly recommend a trainer or natural horsemanship, perhaps Parelli? Even if your not a strong believer in natrual horsemanship, give it a try. You and the horse will gain an incredible bond, and he will trust you completely. When you even just walks up to you, you know it's working, then it's time to re-intoduce your dad.
He is most likely thinking your dad is responsible for what happened to him. If you have access to a round pen or a smaller paddock, put the horse in their alone or with one-two other horses. Just have your dad sit by the gate, about 5 feet away from the fence, and put the horses hay/grain about 10 feet away from the fence, so he has to get near your dad (associating him with food) but not too close for comfort.
This is how I trained a wild mustang and it worked very well. However your situation should be easier, since YOU can get near the horse.
Don't rush the horse at all. If anything stresses him or scares him he may get worse, and be afraid of you too.

Are you guys riding this horse?
I wonder if its not fully healed up and/or still in pain.
Avoidance of being caught can signify pain when being ridden, so I would have the horse evaluated for that first.
Then just halter horse up, take for a light hand walk around the block, give it some treats, groom it, eventually it will come around, as long as its not in pain.

Do you feel comfortable saying what kind of accident your horse and father were in? That helps greatly in the healing process. I will look back for added details.

Sit in the pasture, on the ground. Talking isn't necessary. Horses are curious of things smaller than themselves. He'll walk up to you.

this might sound crazy, but talk to the horse. let him know the accident was not his fault and you are sorry he was injured and its ok for him to be upset about it. you can also try giving him some rescue remedy.

how terible, your dad should be really nice to the horse, so the horse gets a good asociation with him, like walk up to him with treets in his pocket, or something!
