My internet connection seems to have high latency and high pings around certain times (usually evenings) why?

I live in a private community sharing and forced to use this service called MDUC.

Because everyone else in your private community is using the internet at that time also. Some cable internet companies make a block, street, or area share the same internet connection.

Well, you just answered your own question. Modems on cable and other shared networks have to share the bandwidth and when everyone is home from work and after dinner, down goes the response.
