What could make a substance dissolve into hard surfaces such as hard tile, counter-tops, stainless steel?

Depends on the substance. Marble and granite can be dissolved rather easily with mild acids of the appropriate type. Fired tile and stainless steel are much harder to mark and ultrasonic vibration with grit - mechanical marking - is the most reliable for precise marking.
