In addition to Disney theme parks, they are also available at any Disney Store. Check your local mall - chances are good that they have them at "face value" (dollar for dollar, as pointed out previously).

You can purchase Disney Dollars at the Disney theme parks. The places I know of for sure that you can buy them are the News Stand and Emporium at DL, and Greetings from California at DCA, but I know there are other places in the parks.
They are worth a dollar for a dollar and can be spent like cash in the parks.
