More than 80% of the drivers on the road had to deal with these conditions LAST year! Isn't it the DRIVERS' faults for not adjusting to the conditions?

Not surprised. I was in Florida and the people are horrible drivers to begin with but then the rain hit and GET OFF THE ROADS or you'll die....I'm not kidding, the rain makes them stupid.
Now I live in Canada and when you get new drivers on the snow and ice- look out! They just need more experience.

Perhaps it si the manufacturors of the vehicles themselve that do not allow the drivers to adhere to the conditions. And there is just some weather that you cannot drive well in period.

well, it could be the driver, the vehicle, and the weather.. some people are not used to driving in snow, or sleet..

not when the roads are icy. even if you go really slow and watch everyone else closely you could go out of control quickly.
