lol, the first one is like the size of a coffee mug, it's just cruel. it's like keeping a human in a cold closet with no toilet. keep the one you have :) make sure you have a heater though so he's as bright an active as possible (78*F to 82*F). 7.5wat is good, hydor makes them but a few other brands do too.

to the tank animal wise a mystery snail or an african dwarf frog, decoration wise whatever you like. everyone has different tastes, go to your pet store and look for things you like. however, avoid sharp things or rough things

I don't like the little bowl. The one you have now is just fine for your betta, but don't plan on getting the other bowl unless you want a one-inch fish in that thing. For your betta's tank, though, you can add a good bit of plants. Bettas enjoy foilage, and plus, it brings out their colors.

The one in the first is some kind not very good. The one you have now could have some plants and some more decors.

No, moving your betta into a smaller tank isn't the best thing to do. He's fine where he is. :) Although if you wanted to upgrade him to a 5 gallon, he'd probably love that!

Some rocks but not too much because the tank is little as it is.

Better. How about some bunch plants?
