The actor's name is Max Schreck in a F. W. Murnau's landmark vampire film: Nosferatu (1922). The original movie was silent and Black-and-White. Oh, way before my time (hahaha).

I believe that's Lon Chaney. the 1st Dracula,
He died at about 28 yrs old, bringing n to the pixure Bella Lugosi.
Lon Chaney did several other films too, he does look creepy doesnt he?
