In my view, men have far more sexual constraints put on their behaviour than do women. Women are allowed to hold hands, hug, show physical affection to other women; women are allowed to dress in gender-neutral ways; gay women have a certain cultural cache in North America, and lesbians are less likely to be condemned than gay men. Men are discouraged from making non-sexual physical contact with anyone, male or female, nor are they encouraged to develop bonds with those outside family. They have somewhat rigid restrictions on appropriate clothing, and gay men are more stigmatized than lesbians. There is a certain paranoia about men's supposed inability to control their sexuality, which is in direct opposition to women's ability to be in complete control. So honestly, I disagree with you here...men have more social constraints put on their sexuality, so no wonder they appear horny. (And you're looking hot...although I do wonder what the other shark is doing, but I'm too much of a lady to ask),

"Appear" less horny, CERTAINLY.
Whether they would BE less horny is another matter.
Spend some time in a Buddhist monastery, where even self-abuse is a precept violation requiring one to apologize to the community. There are some (usually younger) monks who engage in homosexual activity - and when they get caught, they get banned. (Heterosexual activity isn't even possible usually and they don't have "altar boys", thankfully.) But there are others who get to be quite at ease being less and less horny.
His Holiness the Dalai Lama says that he still has sexual thoughts from time to time, but he also has learned to spot them before they get out of hand and uses various mental disciplines to control them.
But there are also a few notorious sex scandals, where Buddhist instructors leaving the asexual world of the monasteries of the East and finding female as well as male students, have gone wild and abused their position.
I think sincere people who genuinely practice celibacy do exist, but there's also a lot of hypocrisy. And "social constraints" alone would tend toward producing more of the latter.

ugly guys like me have enough social constraints placed on them, and we DO appear less horny than women. i never show any attraction towards girls i know or in front of people i know, because it'll just make me look like a creep. it's only acceptible when a cute guy is horny.

I don't Know that this is how ''Society interprets'' what you are explaining here at all! I have to say that I have never ever considered there is a difference in the genders when you write > "Respect men" vs. "Respect women". To me it is ''Respect'' of or towards another person ...irrespective of their gender. I've yet to have a chat with ''Society'' or hear speech given by it. ~ and I'm not being flippant here, I just have not take on what 'Society' actually thinks, just what different segments of it seem to say about it a great deal ~ usually with a great deal of self interest. Only have to look at Victorian England for a historical example of just such conditions, where even table legs were covered because they were considered indecent yet the average London gent was visiting a prostitute twice a week.
