i went through the same situation about 2 or 3 months ago. and i succeeded! :]
well,
sit down with her.
let her know you would like to start wearing mascara and eyeliner.
tell her you would like to enhance the appearance of your eyes, not cover them up.
tell her that you wont put on too much. because that's what moms don't like. they don't want you to put SO much that you hide your pretty face.
make a deal:
tell her that every morning before you go to school, that you'll show her how your mascara and eyeliner looks. and that if she doesn't like it, that you will have to take a little bit off and fix it.
that shows you'll be responsible.
DO NOT say "ohhh but my friends wear it" or "how come they can and i cant"
that will sound so childish.
it wont work.
you want to sound mature and also show her the brands you would like. it'll show her you are really serious about this.

In response to one of the other answerers, you won't be made fun of for not wearing makeup in high school. Anyone who makes fun of people for anything belongs back in elementary school. I just graduated in May, and there were several days when I felt like giving my skin a break, and I - gasp - didn't wear makeup. You'll be fine without it. : )
Anyway, try to get some time alone with your mom. When you do, don't jump on her by saying things like, "All my friends wear it, I can't believe you won't let me..." etc. etc. etc. Calmly explain your feelings, saying you want to begin experimenting with makeup. Reassure her that you won't go crazy with it. Since you are in high school, I think you have a pretty good chance. Just please - do NOT cake on pounds of it like you see on those little junior high girls who don't know what the heck they're doing. It's horrible! : )

just ask, if not now then when am i ever going to be allowed? be like ppl started in grade 7! and im in grade...9? or w.e grade ur in... back in the younger highschool grades my friends used to not be allowed to wear make up so they would go to school early, put it on there and then wipe it off b4 they go home..... it really shudnt be a big deal....i just eased into it...i started wtih eyeliner...then slowly added the mascara...and so on and so forth....good luck but it really isnt that big of a deal...

well just suggest lighter makeup to start out
like dont wear too much but maybe wear a little bit of brown liner or something just to make your eyes pop.
but make it subtle that way your mom doesnt feel like youre getting a lot older.

Don't put a lot like a clown. Ask her if she can teach you how to put it on and to make it look natural.

you should tell her you wont put too much too much that everyone would make fun of you im in jr. high and i could were makeup ..
