My family & I are having a debate because my little sister's boyfriend says he makes $20 an hour doing it. I've heard of $15 but not $20.

Around here when a store is going out of business they put a lot of sign holders out on the main roads advertising the sale. Those guys usually look scruffy and don't have the look of someone making $20 per hour. They look like they go for ten bucks and a hot meal.

The difference is significant. His figures represent forty thousand dollars per year for full time work. Yours would be thirty.

I understand that screenwriters are hiring sign holders. They may well be glad to pay more money. In most cities it is a living wage. Here in the South even nine dollars per hour is considered a living wage.

It is still not likely to be full time or long term. He needs to learn skills in demand. Sign holding is easy to learn. There is nothing preventing some one else from taking the job for less.
