There does not seem to be a catch. They are selling aftermarket lights to be added to your existing bike, or ATV!
The shipping is a bit high, but other than that I do not see any "catch"

The guy seems to be selling 4 PC blue LEDs, although the description is at best misleading.

Their feeback is not great, so I would look closely at the negative feedbacks, otherwise, it looks pretty straight forward.
