Some guy just told me this "As to ambulance fees here in Toledo, OH if its an emergency there is no ambulance fees if its an emergency which it was."

I thought you had to pay for ambulances everywhere?

No, that isn't necessarily true. Often, ambulances are funded by the city. One way of discouraging Non-Emergency 911 calls is to CHARGE for non-emergency transport. Either way, your insurance WILL be billed for it, and if you don't have insurance, or your insurance doesn't pay, then the rest will be waived in an emergency. It is perfectly legal.
If you wish to know more about what is going on, you need to ask the city of Toledo, the hospital that the person was delivered to, the billing agency, and/or the Ambulance Service that you were transported by.

I don't know of a link - but in SC, if you are transported by EMS - there is a fee - regardless if it is an emergency or not.

You may want to call a local EMS company (non-emergency number) and find out who does their billing and ask them. They would be able to tell you the law in your area.
