If in fact you are talking about a driver license. This is how it works...
Even when a person does NOT have a license in the first place, the BMV/DMV can will build you a driving record for the ticket/infraction. Then, when the court sends over the court order to suspend your license, it WILL start on the date of your disposition (when you were found guilty). So, when you turn 16, and pass all the BMV/DMV procedures, you will be granted a valid license.

you mean drivers license and not im afraid the ban or suspension only starts when you get a drivers license
so say im 14 and i get a ban of 4 years
when i pass my test my ban will start
i take it you were a naughty teenager then? LOL

i don't know which type of license you are talking about but you can get a fresh new one when you have 21 y/o, like a new beginning.
