I mean the most haunting, spine tingling, goose bumps inducing, you can never ever forget guitar solos.

As everyone else here stated, David Gilmour's solo for Comfortably Numb. The way it builds up is just amazing.
I also have to give While My Guitar Gently Weeps a mention, as well as Since I've Been Loving You by Led Zeppelin.

When you say 'haunting', the song "The Blood Is Love" by Queens of the Stone Age comes to mind. I don't care too much for a lot of their work but that particular song gives me goosebumps. You might want to check it out...
I also like a lot of the different solos by David Gilmour in Echoes and in Shine On, they're crazy good. The solos for "Hey You" and "Comfortably Numb" have the same effect. I was reading a book from Gilmour and he said nothing compared to the feeling he got from standing on top of the wall and playing the solo for Comfortably Numb.

Lucky by Radiohead is definitely one of those dementor's kiss solos.

After by Riverside. the whole song is very haunting/disturbing
but Lucky. yes.

-actually it probably is my favorite to. its just blows my mind. screaming help.

Gilmour had an amazing talent with his guitar; I'm going to go with 'Time' though. It is one of my favorite Pink Floyd songs. A few years ago, my family and I went to see laser rock to pink floyd. They went through 'The Wall', and had a little extra time at the end, so they did Time. Definitely the best part of the show. Sitting in a dark planetarium with loud speakers right behind you, bright lasers, everyone around you smoking pot, and all at one third in the morning, definitely haunting.

but second is Hotel California by the Eagles. always gives me the shivers. I really wanna see that to a laser show!

The solo by Ritchie Blackmore in "Child In Time" by Deep Purple. There's something about it... I'm not sure what it is, especially the beginning of it. If someone else were to play the exact notes, same tempo, same rhythm, it wouldn't sound like Blackmore's version.
