If you are doing your homework or something, and comes in and starts annoying you, ask her to kindly leave because you need to do this homewrok and it's very important. If she refuses, look her straight in the eyes and ask her firmly, "Do you even care what grade I get and how well in life?" If she starts laughing and says "No" then pretend to be deeply dissapointed, and say "I honestly thought you were a better person. I geuss I was wrong." Then TOTALLY ignore her for as long as it takes and she'll crack. It may be a day, it may be a week. But she will crack and appologize.

Siblings do that. If you have school work, make yourself a private area and tell her that she is not allowed to talk to you. If you make a big fuss then she has succeeded in getting your attention and she will continue bugging you.
As you get older, your sibling will likely grow up (to your level) and you can hopefully communicate on an better level.
She probably just looks up to you. You could say something like, "I'm busy now, but if you leave me alone until I'm finished my school work, you can watch my favorite show with me (or we'll play playstation, or we'll read...whatever). "
