it's okay that it's shedding. just let it shed.

And the turtle might be allergic to the turtle clean stuff. Pets can be allergic to things too. I wouldn't use that anymore. And if your turtle is still itchy and still in the same water I'd change most or all of the water to get the stuff out. Otherwise it will keep bothering him..

Here's an excellent article on shedding and shell problems:

I don't use that Turtle Clean stuff--nothing is better for your turtle than changing the water frequently. Once a week I drain the whole tank and wash the tank furniture. All I use is chlorine remover in the water. More problems can be prevented by keeping the water sparkling clean! I also have a powerful filter, and I change the pad regularly.

Their shells shed so that is perfectly normal. Just leave your turtle alone and DO NOT help the shedding.
I would stop using the tank cleaner, and actually clean the tank out 100%. You need to change the water and rinse everything off every once in a while.

turtles will shed the skin on their body and the scutes on their shells
as far as being itchy, i have never heard of that, i would keep a close eye on it and make sure hes not developing some skin problem, he may have been trying to get some shed off his skin that may have been making him itchy.
as far as eating, again maybe something is wrong with him and its affecting its eating but it could also be the temperature you have the tank at.
