Well, I'm not sure about the 'Scottish' part, but in regards to the book (rather than the film)...
I'm a big fan of Mary Poppins. I love the way that she keeps a certain distance between herself and the kids. She enchants them without ever trying to be friends with them and she doesn't take any sh*t from them, either. When they step out of line, she is not at all afraid of pulling them back 'spit-spot' (as she would say).
I also love the way she is extremely vain and aware of her own elegance. It really adds a human side to her character. She also has lots of other flaws, such as a short temper, proclivity towards impatience, and an utter intolerence of any kind of flim-flammery.
All in all, I think that Mary Poppins is, more than ever, one of the great fictional role-models for children. It's no wonder she's been revived in the West End recently.

Naturally, as someone practically perfect in every way, she was probably Scottish (not that I am biased, ye ken!)
But as for the details of her personality, surely the childer summed it up neatly;
If you want this choice position
Have a cheery disposition
Rosy cheeks, no warts!
Play games, all sort
You must be kind, you must be witty
Very sweet and fairly pretty
Take us on outings, give us treats
Sing songs, bring sweets
Never be cross or cruel
Never give us castor oil or gruel
Love us as a son and daughter
And never smell of barley water
And finally 'Shouldnt of she' - what??
Should she not? is correct, Shouldn't have she? would have been barely acceptable! Go and tidy your room!
