I was wondering if there were legal restrictions for the PURCHASE of gunpowder/black powder. There are obviously age restrictions on the purchase of guns, and the storing of gunpowder, but how about the purchase of gunpowder itself? Do you have to be 18 or 21?

Yes, you have to be 18 or 21.

You have to be 18 to purchase smokeless gunpowder and 21 to purchase black powder.

Why would you want legal restrictions? Would you want legal restriction on buying a hammer, garden hoe, scissors, a chefs knife, a dowel, string, and nails?

How do you reconcile your desire for restrictions and personal freedom?

Yes, there are restrictions and they vary by state. Homeowners insurance may say how much gunpower one may keep --- but they use the incentitive of premium price to achieve thier goal --- not force.

BTW --- would you like legal restrictions on coal, eggs, urine, for anyone can with a bit of reading make black powder from those three items.
