Check out The Stuttering Foundation of America at www.stutteringhelp.org and read their page on devices. My family of stutterers found their book "Self Therapy for the Stutterer" a big help. One uncle who also went to a speech therapist who specialized in treating stuttering found that she used it in her sessions.

I am not aware of a particular device as such but that does not mean that isn't anything...
I suggest speach therapy, and practice singing like Mel Tillis did as a young man.
