In a word "yes". As to the 2nd question, most likely not. It's a toss up. Things will have to shake out first before we know about them.

Thomas is under contract through 2008 with a 2009 option, so he'll be back. The option year vests with 1000 total plate appearances in 2007-08 or 525 PA in 2008 alone. He had 624 PA in 2007 so he's in good position, needing only 376 more.
Sosa wants to come back. His 2007 was better than his 2005, and he probably has another two seasons at a comparable rate of production, but he's far from superstar status, his big 600! show is over, and he's a fourth outfielder or platoon DH who might not want to play for commensurate money for those roles. There's teams he could help, but only for one season, mmmmaybe two. I won't be a bit surprised if he goes unsigned.

They'll probably both be back, although Sosa is still an unsigned free agent.
Thomas will definitely be back with the Jays, because he signed a 2-year deal last season. He's also got no-trade protecetion and there's a possible vesting for 2009 depending on how many plate appearances he puts up this season.
As a Jays fan, I was happy with Thomas's production last season. The only negative was his slow start, especially during a time when the whole offense was struggling.

It's difficult to find this out as they both have a tendency to have a "sweet, surprising return" with their "old" ballclubs. Sammy Sosa did not have a disappointing year in 2007, and yes he will return in 2008 to see if he can slug again.
Frank Thomas will also return, and he will stay with the Toronto Blue Jays, because he had a pretty hefty year in 2008 and I bet he wants to definitely do it again.
Both players will stick with their 2007 ballclubs, both are being offered great contracts.

I think they will come back for another year. I think they will stay with their teams as well.
