How are you going to power it? Would it be by battery? My guess is that it would have to run by several small batteries. It could be called a "head warmer". I've never heard of one before so doubt anyone has invented it. Not a bad idea!

The opposite is available. A gel that freezes at not too cold a temperature and goes back to the near liquid state giving up the latent heat of fusion.

Micro crystalline wax that melts at below 50 deg C is available from any laboratory supply store. Fill this into a soft pvc bag shaped to the inside of a hat with a hollow for the head. Te bag can be bunged into a convection oven (Not micro wave) set to say 55 deg C for melting. When ready it can be put inside the hat, which should be insulated with about quarter inch of soft foam (to minimize loss).

Good project.

"The Hot Hat". It would be battery operated (similar to heated socks). It is a great idea! Go with it.

Best wishes and good luck.
