Depends on if you owe money through them or not. If you have signed up for something using Paypal they can indeed keep going into you account to collect.
You could close the bank account to I do not advise you to use that as a means to evade a debt you legitimatley owe.

Everything on paypal is user initiated. When a payment is made you pressed a button to make that payment go through. When a withdrawal to your bank account is made you pressed a button to make that withdrawal go through. They do not initiate anything and will not go into financials without your permission. They hold the right to due to the user agreement but you would basically have to owe them a lot of money and I am not talking about a couple of bucks or even a couple of hundred bucks. If your account is closed then you have ceased your agreement with paypal. Even somehow if you end up owing money weeks after you close it there is no recourse for paypal. If your account is negative prior to trying to close it, paypal will not allow you to close the account. Same goes if your account is limited.

Yes they can, and do. They can also track down credit card account info and put a charge on that too.
If neither of those work then they can sue you. Once they have a judgment they can then garnish any other accounts you have and, depending on your State law, your paycheck as well.

It's not "hacking". Read your PayPal customer agreement. (It's only about ten times the length of the entire US Constitution......)
You'll see that you have given them the authority to recover funds from you on behalf of another PayPal user by pretty much any means they can.
If someone complains that they bought something from you and paid, and that you somehow stiffed them, PayPal will investigate under their "Buyer Protection Plan". If they rule for the other party, then even if you've closed your PayPal account, PayPal WILL go into your bank account, credit cards etc. It's NOT hacking, because in the customer agreement you gave them permission to do so.

Paypal is safe to use and does not hack peopl'es bank accounts. If you have subscribed to something through paypal and then close your account they will definitely take money from you! But there hasn't even been 1 case where Paypal hacked into peopl's account.s
