it prob means restricted flight but does it mean they are mush balls

The RF-80 on the balls stand for restricted flight. When they started increasing bat technology they had to do something to offset this, so they came out with these balls. After the first inning the are mush, and it will turn any game into a Base hitting game versus a Home Run Derby.

I can't say for sure, but check this link out, it seems like the balls with the marking RF80 are for slow pitch softball.
