The President doesn't read very much of what is sent to him. He gets someone to read it, translate it if they need to, and then summarize it for him. There are just too many countries and too many people that would write to him for him to take the time to read it all. Yeah having full details instead of just the little he reads could be nice in some cases, and in some cases he probably does read the letters or such himself. He can't with all of them though, there isn't enough time.

No, that's ridiculous. The President (or any national leader) has far too much responsibilities to be able to read every single thing that has ever been written in the world. As someone mentioned above, as he prepared his executive decisions his cabinet ministers would summarize the relevant issues for him.
