is it illegal to burn disks and GIVE them to a friend? can i have a law reference please thank you!

It is illegal to own copyrighted material that you don't have permission to own; generally by paying for it. If you burn a disk and give it to a friend, you're complicit in a crime. It's the same as downloading music or movies.
You can make copies of CDs you own but only for your own use.
I can't cite a specific law, but I can tell you that lots of college kids are paying fines because they got music for free. And the music companies couldn't do that if there wasn't a legal basis for the claim.

If the data on the disk is not copy written, then it's ok. It is never legal to copy and share something that's copy written.
