Because when you tickle yourself your body prepares itself for the tickle, but when you tickle somebody else, their body doesn't know when, where or how hard they are going to be tickled, thats why they laugh, their body isn't prepared.

Because tickling has little to do with the physical touch, but rather the discomfort of feeling vulnerable or panicked. That's why some people begin to laugh even in anticipation of being tickled. I think it also has to do with the fact that when another person touches you, you're more in-tune to the act, where on the other hand, you can walk or do any mundane task without consideration of the tactile sensations.

I can tickle myself and not laugh because I know it. When someone else tickles me it feels uncomfortable and I die of laughter, because I expect it, but my brain doesn't.
