Well technically, Tourism is a resource, so exploitation of tourism is an exploitation of a resource.

It does however cause several problems (tourism) as it can often degrade the environment. Also, unless the country is small or has a low population, tourism cannot support an entire country as a norm.

The best way to have a country develop is to add education and provide it to the entire population.
