One time on a cloudy day, I noticed up in the sky There was this brown dust. I also noticed some was near the ground. Then in the sky as the dust was clearing, I noticed a funnel cloud.

If you live in Connecticut, was there any tornadoes/landspouts reported?

P.S. At first I didn't have a remote for our T.V. when I saw it.

There was one in the Hartford area reported.

The phenominon is is called a dust devil and is caused by local heating and a local wind pattern that starts the air turning. Usually it is much milder than a true water spout which is strong enough to pick up water and can approach a tornado in strength. Every state has tornadoes, some less often than others and most are formed where cold dry air moving at a considerable speed collides with hot moist air - the diagonal line half way between the Gulf Coast and Canadian border is Tornado Alley.
