Actually it refers back to the Cold War days and before.
The opposite to your 'Red Alert' is Bikini State Black.

You've been watchinm too many Hollywood films.
The four-level system defines the levels of alert as:
• Low - terrorist attack is not expected
• Medium - terrorist attack could occur
• High - terrorist attack is likely
• Extreme - terrorist attack is imminent or has occurred
In the event of any alert being called they would escalate if the threat was stronger and reduce stage by stage as it receded. Your 'Red Alert' would be equivalent to 'Extreme'
