How can I tell if he is dead? His shell is very soft, but he's all tucked inside his shell and doesn't go in the water, doesn't eat, and doesnt smell. He won't even move when I touch his feet or anything! My mom says he is too small (his shell is about an inch long, give or take alittle) for the vet to be able to do anything? Is she right, or should I find a vet? Also, where could I find a vet that will deal with turtles when I live in Nixa, MO, and don't want to drive out of state?

He's a red-eared slider.

he might be dead. I dunno. wait a while and see.
and your mom is probably right about the vet. with hatchlings there's not much they can do. What you can do is check out www.austinsturtlepage.com and find a care sheet for your turtle and make sure you are giving the turtle everything it needs... turtle care is complicated and they need a LOT of stuff such as a water heater, basking dock, uvb lamp, heat lamp, filter, etc. and hatchlings are especially fragile and get sick easily if you are not taking proper care of them.
good luck with your turtle. But sometimes they just don't live for whatever reason. It's called failure to thrive and it just happens with some turtles even if you take the best possible care of them.
