After i do all the campaign quests in one game can i go play another one with the same character or do i need to make another one

sure, if you own more than 1 campaign you're given "crossover" quests in the port cities that will allow your characters to travel to other campaigns. When you travel to a new continent though, you are joining that campaign in mid-story so you'll skip over all the easy beginner quests that native characters receive.

You can continue to play that character, and you can opt to do all the quests in hard mode. =)
