They may do but its unlikely, they will probably get enviromental health involved who will tell your landlord to sort out the problem, and if he doesnt he will be fined.
I read in my local paper recently that a family were in the same position as you and the council wouldnt move them.

Yes, I know what you mean. When I rented my and there was damp in the home the landlord wouldnt do anything either.
I took the issue straight to the Queen, she really got the sort for me. The Council of Elders did nothing to get the sort. I was tempeted to go above the Queen to the Great Oz because everyone knows he can really sort.

Contact the environmental health officer at you local council. Explain the problem and he will write to your landlord giving him a notice to do the repairs within a certain time limit.

Where is the humidity coming from? Leaking pipes, steam from the cooking stove or the bath / shower, do you operate a humidifier? All present a different problem and a different solution. Some are controlled by state laws, some aren't.

Find out where the humidity is coming from and then find out if the source is regulated by the state tenant / land lord laws.

If it is covered by law, take appropriate action as proscribed by the laws of your state. If the source isn't covered, then you have only one choice and that is to find better housing.
