Yeah i think you can go up to that speed after 12:00pm in the night, but it's not true that the police won't chase you because the police cars in Japan are quite advanced. However, Tokyo drift was not completely based on fiction, there are some facts in it that are true. You will find a number of japanese kids who do drive posh sports cars like the ones in the movie. I've been to Japan and have some relatives that live there.

No, the police have Mitsubishi GTO and Nissan Skyline GT-R interceptors. They have special deflectors fitted to the hoods in case the people in the pursued vehicle toss objects at them.
In any case there are cameras that take photographs of offender's tags and then they get a summons in the mail. There are also roadblocks equipped with spike belts operated by the riot police. If they stop an illegally modified vehicle they rip the modifications off on the spot and send the offender home minus his fairings, etc.

That's probably true in most cities. Chasing somebody at that speed, and in a city, is very likely to result in injury or death to innocent pedestrians. Much better to monitor by copter and set up road blocks.

This question has been asked over and over. That movie is just that. A movie. It is NOT based on any facts. Japanese kids don't zoom around in $200,000 sports cars. In fact, much of that movie was filmed in L.A. In many parts of Tokyo the streets are too small to go over the speed limit. Having any car in Japan is much more costly. BTW 1km = 1.6 miles.
