A friend wants to visit her daughter (who is a permanent resident, but not US citizen), for 3 mnths, then return home to UK for up to a month, then go back to USA for further 3 mnths, return to UK again for up to a month, and so on........wd she be allowed to do this indefinitely? She's taken early retirement, so isn't employed.....her daughter will be sponsoring 90% of my friend's airfare, spending money, etc..... I'm not convinced that the US government/port authority will allow it.

A person can not sponsor another person unless they are a US citizen. Being a permanent resident does not meet the requirements. Must wait until they become a full fledged citizen. Sponsorship does not mean paying for airfare. It means being able to be finacially responsible for that person for the length of their stay. There is a minimum income that must be proven with tax returns.

In *theory* this is possible as there are no limits on how many times a person may use the visa waiver program.
However, if she plans to do this as regularly as you are suggesting then she will eventually be denied entry into the United States as the CBP officer at her port of entry will see the frequency of her trips and determine that she is indeed trying to emigrate/live in the United States due to her spending more time in the U.S. than in her home country.
Once she is denied, she will have no right to appeal the descion and will be on the first flight back home at her expense. After that she will then have to apply for a B-2 visa at the American Embassy in London each and everytime she wishes to visit the United States.
Finally her daughter is not eligible to sponsor her for anything as she is not a U.S. citizen.

She could do it a few times but then may have to spend longer in uk in-between visits. Also, she would need to have 6 months left on her passport from the first day of each visit (check with the Embassy about that in case it has changed).
As mentioned before, I think the daughter may be able to 'claim' her mum to live there with her. Although that would cost a lot in health insurance etc. I know they can do it for Australia.

yes you can, however, you dont say you are going for 3 months, you merely get a ticket for a week or so which can and make sure you can change without charge, when you enter the US on a visa waifer you automatically get 90 days, you can stay this long. You would prob get away with it for about 5-6 times before being briefly questioned as to why you are entering so frequently, you could just apply for a 2 year tourist visa, I dont see how she wouldnt get one if she is retired and had adequate funds to fund a tourist holiday.

Ok she can stay up to a "FULL" year, then as long as she leave the U.S for a few weeks she can return. She doesn "NOT" have to even go back to the U.K as long as she leaves after her years stay, doesn't matter where she goes too. She can go to Mexico or even Canada for a week or 2 as long as she is out of the country. If your friends daughter becames a U.S citizen, her mum can stay as long as she wants to. It's not hard to become one and "NO" she does "NOT" have to give up her British Passport as so many thing they will have too. The only thing is when her daughter leaves out of the U.S to travel, what ever passport she travels out on she will have to travel back on ( meaning she can't enter the U.K, using her British one because that will get her in the U.K quicker and then come back in the U.S using her American one) Not that i can see how any one would know, and the test isn't that hard, it use to be $150.00 now it's much more then that. But like i said your friend can stay a "FULL" year. How do i know me mum & dad comes over from England, and i asked at the British Consulate and also i asked again to make sure when i got my green card renewed at the American Consulate.
P.S Not that she would want to go to Mexico or Canada, as i'm sure she doesn't know any one there......lol
But as long as she can show she was gone for a while, before entering back in to the U.S. Theres a number of British people that live here that have bought summer homes, that fly back and to all the time.

She may be able to get away with it a couple of times but not indefinitely. The US immigration service are really tough.
