1. Thou shall not answer a question if they don't know the answer.
2. Thou shall not ask a qusestion if they know the answer.
3. Thou shall not ask a question just to argue a point (ie: Why do people get abortions?)
4. Thou shall not ask a question if other people already have, over 100 times.
5. Thou shall not answer a question incorrectly because they are trying to be funny, especially when they're not.
6. Thou shall not post pornn.
7. Thou shall not ask to be rated.
8. Thou shall not ask a question 10+ times because they have not gotten an answer. We obviously don't know!
9. Thou shall not ask a very easy question that can easily be answered with Google.
10. Thou shall respect all of the people on answers.

who r u??? Y!A teams??btw here it is :
1. All Y!A users must create the Avatar. not showing the defaults one.
2. Show which user who gives another answerer thumb-up/down!
3. IGNORE or REMOVE those qst that ask user to rate their picture!
4. Block/Warn the user showing the dirty picture
5. Y!A team should check the qst/ans reported by another user before remove/block the contents. dont just simply remove before check it! I sent 2 qst that has been removed! a dont see any acceptable reasons for deleting those qst! absurd!
6. If the user asking for help for a serious problem OR question, dont making fun of them.
7. Dont have to judge/comment another user's answer especially when u r not the Asker!
8. Dont aswer the question when u r not for a question which need the expert to answer such as in the Computer/Internet Cateogory.Woman's health. etc. It may bring harm to the Asker.
9. Give a reward to the Top Contributors!!!!!
10. No stupid qst please..

Thou Shalt Not:
1. give responses that are not answers (example: "thanks for the 2 points", idk, etc...)
2. exhibit anti social behavior (examples: overtly hateful responses, obscenity (if you submit words that are considered swear words, Y! answers ****s them out)
3. use Yahoo answers for things which it was not intended (examples: chatting, avatar games, the WSIDR)
Like you have mentioned, we all know the list of things that are considered, by most, to not be useful in the creation and maintenance of this valuable, interesting and useful forum.
A list of commandments for "What Thou Shalt Do" could also be created. This might help everyone avoid the "shalt nots" altogether, and stay focused on Thou Shalt:
1. Honestly try to answer the question.
2. Be helpful.
3. Show thoughtfulness, commonsense, a sense of humor, and the like in your answers.
It is good to take into account all the things that appear to take away from this forum (chatting, hatred, etc...).
However, it is also unfortunate to exclude responders that provide some valuable elements of everyday life like humor and the great variety of different points of view.
To just allow strictly cut and dry answers to questions excludes too many people in my humble opinion - you can try if you want to, but you'll probably end up looking like some kind of overly judgemental neo nazi fool.
Let humans be humans. All in all, this forum seems pretty good as it is now. Whatever the Yahoo! answers team is doing now appears to be working. Further threatening participants with preventing them from using any Yahoo! services if they somehow mess up is going to turn away a lot of Yahoo customers. I know that when I read the new guidelines and read that people with so many violations could also have their e-mail accounts canceled and erased seemed kind of creepy to me. I have never had any warnings or violations, but still, I thought maybe I should start looking at other search engines and networks in case someone read my answers and suddenly decided they didn't like my answers.
This forum is pretty simple and straight forward and that's the way it should stay, because that's what makes it so great. . People ask questions and people try and respond as best they can to those questions. That's it. Making things more complicated and creating too many rules is just going to discourage too many people from visiting Y! answers at all.
Maybe they could experiment and have special sections for those who post outrageous questions and answers and another section for those who never want to experience, or give, a thumbs down. Then there would be another good reason to delete excessively inappropriate questions and answers from all the different categories where more appropriate answers are more appreciated.

think we need yahoo to guarantee that folks who have been stalked into suspension be given their accounts back.I showed them where I had someone threaten to have me suspended for asking a question and within 24 hours I had 10 violations and was suspended.

*Use reasonably decent spelling and grammar
*Be allowed only one "lol" per 20 answers
Thou shalt NOT...
*Use "idk" as your whole answer - if udk, skip it and find something you CAN answer
*Post endless, space-wasting, time-wasting, page-long rants, sermons, diatribes, etc
*Insult people for having different opinions than yours
*Give thumbs down to relevant answers, just because you disagree
