it's called "regimental style" or more commonly "commando" and that's just the way it should be worn.
and the giggly, snickering reaction is exactly what sort of reaction I'd expect from your average 8 year old.
I sleep naked, I swim naked whenever I can, and if i happen to wear a kilt, I wear it without underwear.
