A bit of a simplification, as there are many ways it can be done where it appears to be OK and work, but is still not correct.
If cables are undersized there can be overheating and fire, but it would still appear to work.
If the Earth (ground) isn't present it would still work, but with no protection in the event of a fault.
If they've used the wrong size breakers, it would still work but not be safe against overload.
If cables aren't installed correctly, there could be danger of physical contact by people.
You really should inform someone if you think there's something wrong.
People telling you to mind your own business are being silly, if someone got hurt you'd feel bad about it.
Also. if it has been installed without permission, they might also be 'stealing' the power from someone.
You are being community spirited, not nosey or a busybody.

Tell your boss what happened and if he dosen't do any thing about it then go to his boss and on up the ladder untill something is done about it

As long as the installation is done properly there isn't any danger. But if the wrong size wire or improper raceways or equipment was used then you could be looking at trouble.
Don't mess with it unless you know what your doing, It can BITE you.

Call the electric company. Couch your conversation in terms of why you think someone has done this, and ask them to investigate. This kind of fraud is a big cost to electric companies, and to businesses.

Bet they are not the only ones .it's a matter of fact that unregulated work goes on all the time,Usually only comes to light when someone is either killed or injured.
