POSSIBLY Venus, but Venus isn't even rising now until some time after 3.00 am. It would be much later before it was really noticable. I think you're seeing the star Sirius, which is the brightest star in the night sky.
By the way, it's imposible to give an accurate answer unless you say where you are and give a more accurate time and direction you're looking.

Venus is a very bright star in the predawn morning now, but it doesn't rise until about 3:40. At least that is when it rises in Austin, Texas.

As of today, 11 Nov. 04:00
Sirius, rising at 21hr 41m is already high overhead,
Regulus, rising at 11:30 is high to the east ,
Saturn, right behind it at 00:08 am,
Venus, rising at 03:12 would be just above the horizon.

Comet 17P/Holmes... once so faint that it was lost by astronomers for half a century, began shooting out gas and dust in such volume three weeks ago that it can be seen with the naked eye.
