We do have both and also, which is what concerns us all, the environmental problem...To eliminate problems in general people and nations should cooperate, it's the only way anything could be moved for the better...I'm afraid our basis of mutual cooperation is weak ( politics only take advantage of mistakes their opponents make instead of giving them a hand and try to solve certain problem ) This problem is the same with American and multy-national corporations. Instead of cooperation, which would lead to better quality and less money spent on development researches, they insanely compete one another and spend billions for industrial espionage and stilling of knowledge

You have a food problem brought about by a carrying capacity problem. Too many people are being born, with too little food to feed them. Obviously you haven't been able to increase the food supply. So decrease your birth rate.
If it's a situation where a disaster either man made or natural has temporarily cut the food supply relative to the population, then it's an ethics problem and you should get foreign aid until you're able to recover.
