Tampons are inserted in the vagina, they are made of materials like cotton of some fiber made out of paper, they have a string, a little cord to pull it out when necessary.

Pads go on the panty (inner side). Those are made of many materials, plastic to contain fluids, an absorbent material like that paper fiber, some gels which absorb liquids and gelatinize them (avoiding spills).

Tampons are inserted inside the vagina whereas pads are attached to the inside of the panties.

Some brands of pads are made from cloth, but none for tampons that I'm aware of at this time.
