i know someone who just started renting this house and it didnt come with a fridge does that person have to buy one or should the landlord be responsibility for getting one for that family?

no, its the tenant's responsibility to buy one... The landlord's is suppose to make sure everything is working find with in the apartment...

This will be in the contract that was signed. If you asked the landlord to get you a fridge and you both sign an agreement stating that then of course he has to provide one. But if there never was a fridge you can't just demand one now.

Your friend needs to get the fridge. Unless there was a fridge in the house at the time the rental agreement was signed, your friend agreed to rent a house without a fridge. I've had that happen before. I just bought a used one for about $100.

Refrigerators are considered "personal property", not legally required for an apartment. It is up to the landlord if he want to provide one or not.

when you signed your initial lease was a fridge included in it if not then the landlord has no obligation to purchase a fridge for you establishment.

Not unless it was promised or mentioned in the lease agreement.
