Michilak offers the best method of deterring them. Boric Acid will not strictly kill them but you can create barriers.
The issue is in their evolution. They were here long before us, survived Nuclear attack, and will likely be the last living species on the planet one day.
Certainly there are many home remedies, and toxic substances sold that have modest effect. The problem in one sense is the eggs, and how prolific a roach is,,,AND in a multi family dwelling they move to areas NOT YET treated, and then any survivors will move back, still leaving eggs to hatch. They enjoy dark, moist, dry, food residue; cat litter boxes, the cellulose in paper, etc.
I have a 26 toed cat that hunts any Palmetto bugs that gain access to my house.
One suggestion (Bleach) needs as much thought and care as any poison. Obviously WHERE you use any substance does matter.

Yes you can live roach free. As most answers you have now point out that your neighbors have to be proactive in this fight as well. The landlord needs to have the building treated at the very least the connecting units. If a professional is given access to all units he should be able to locate the unit that has caused the problem. Also don't look for any one to bomb or spray, because neither will solve the problem long term, due to no or little residual in those formulations of chemicals. A professional should be employed and their solution should include a baiting program and a crack & crevice treatment with a residual dust. The company should return weekly to every 2 weeks, until there has been a drastic improvement. Each service the professionals goal is to wipe out atleast 98% of the population because a single roach egg will contain 30-50 more roaches for your home. Warning that a professional cannot do miracles, and that all tenants must listen and work with the professional. The key is cleanliness, a single drop of grease is enough of a food source to maintain any infestation. Lastly if your landlord is not willing to do what is needed, you would be able to put your rent into an escrow account with the courts until the problem is solved. Small fact roaches feed off anything organic, and thats why they are the #1 thing removed from the ear each year at the emergency room. Don't settle for anything less than zero tolerance because roaches carry too many diseases for you to be living with.

Roaches Have survived Hiroshima, Nagasaki, and Chernoble. If a 500 megaton nuclear blast (from ground temp to 2000 degrees ferenheit in less than a second) or nuclear radiation from a power plant overload won't kill them then best of luck. She might want to try calling an exterminator and asking them what she can do. They might have an answer for her
Good Luck

1.they hate cat nip plants.the only come out of the traps because the traps are full.as long as the other apartments have roaches she will keep getting them.the building needs to be taken care of.get every body in the appartment and send a letter to the main office.or get a letter from her medical doctor about breathing problems.or one crawls out of her mouth when she sleeping .take them to court.for moving and security.dont forget there in motors.vents.cracks.and she can put items in the freezer for 24 hours to kill them.(in plastic bags)

One cheap and effective method is to use boric acid. It is available as a powder and is safe to use. Just spread it around areas that roaches frequent. Good luck.
