I'm going to guess that you have a CRT based monitor.

Also that you hear a snap or pop when the monitor blinks. Did you move the monitor recently?

I think that you monitor is getting what is called flashover.

In the back of the CRT are the electron guns. These have high voltage electrodes that are very close to each other. If the CRT was did not have a vacuum inside it would actually cause an arc between them, but the vacuum provides better insulation than air.

However, there can still be some junk floating around the inside of the CRT. Also metal that evaporates of the hot parts of the electron gun can condense on the electrodes, altering their shape and geometry. That can be enough to case sparks to jump from one electrode to another.

This does two things:
It momentarily short out the voltages, making the screen go blank for an instant.
It can dump a whole load of energy into the video circuitry.

The first is a minor annoyance. The second should have been designed for, but occasionally you can mess up the geometry of the electron gun,or alter the voltages applied to it, and that will change the colours on the screen.

What to do?
Live with it, or get a new monitor.
