That year you have 125 munch power with the sendan with the 3.1 year 1998......So really....125 horse power with stock everyhing.

You bought it for $1100. Yea, the issue with the title and tags at the DMV is BS but mechanically, u got a car from 2003 for $1100. U can't complain. My first car was from 1993 so 2003 is much better. Anyway, it looks like u need a new power steering pump. Maybe even a rack and pinion.

Chevrolet has always overstated horse power, so you can not go by published figures.
How well the engine is maintained also will determine horsepower.
So to make a long story short, not enough.
